The free child healthcare scheme: who benefited?

Des O’Dea and Alister Penrose's paper to the 1999 NZ Association of Economists conference, Rotorua, July 1999. In July 1997, patient charges for GP visits and drugs were abolished for children under six. A large-scale evaluation was carried out after the first year of operation of the new policy. This paper reports some results of that evaluation, from an economist’s perspective, including analyses from two household sample surveys.
